Accommodation is at a hostel near the venue, Cohen Quad Exeter College, which is a conference venue with the University of Oxford. Oxford Model Legislative Council (OMLC) is back for 2019! The Oxford Model Legislative Council (OMLC) has historically served as a platform for rigorous and dynamic intellectual exchanges among university students across the United Kingdom on some of the most pressing social problems in Hong Kong. Co-hosted with Imperial College PASS, OMLC 2019 is a two-day experience featuring political discussions and fun-filled socials at the backdrop of Oxford colleges! This year, our theme is national security legislation. In 2003, legislation was proposed to fulfill Article 23 of the Basic Law, which stated that the HKSAR government "shall" enact laws on its own to prohibit any act of treason, secession, sedition, subversion against the Central People's Government, or theft of state secrets, to prohibit foreign political organizations or bodies from conducting political activities in the Region, and to prohibit political organizations or bodies of the Region from establishing ties with foreign political organizations or bodies". Following the July 1 demonstration in the same year and the defection of several pro-government legislators to oppose the bill, it was ultimately withdrawn by the government. However, discussion has grown in recent years about the necessity or threat of national security legislation re-entering the political debate in Hong Kong, This year, we are excited to be having this issue as our topic and to be participating in this forum with you all. A sumptuous dinner and social events will follow the deliberations of the first day, during which governmental representatives will set out and take comments for its policy agenda. The government will then come up with a draft bill, to be scrutinised and amended by the Council before it is put to the vote on the second day. Participants will receive accommodation at YHA Oxford, conveniently located near the city centre, in en-suite rooms housing 2-6 participants. Early Deadline: 23 November. Regular Deadline: 8 Dec.
